Background of establishment
The "Administrative Reform Council Final Report" released in December 1997 proposed to "establish 'specified independent administrative agencies' which hold independent judicial personalities in an attempt to separate the planning function and the operating function of policies while pursuing to find the best-fit organization and administration for the project's contents and characteristics, reduce the verticality of business administration that exist in some operating divisions, and to improve the efficiency, quality, and transparency of such projects." With the "Reform of Governmental Ministries and Agencies Fundamental Law" enacted in June 1998, the specified independent administrative agency system's foundation was legalized.
Later in April 1999, the Reform of Governmental Ministries and Agencies Promoting Headquarters decided on establishing a specified independent administrative agency that would carry out "vehicle inspections at inspection stations", and in July, the "Specified Independent Administrative Agencies General Law" was established as the fundamentals of specified independent administrative agencies. In December that year, the "National Agency of Vehicle Inspection Act" which is the individual law for the National Agency of Vehicle Inspection was enacted, and on July 1, 2002, the "National Agency of Vehicle Inspection" was established.
